The State of Tennessee is seeking a single, fully‑insured provider to administer both a voluntary, employee‑paid short‑term disability (STD) program and a non‑contributory, employer‑paid long‑term disability (LTD‑N) program for all eligible central‑state and higher‑education employees. The contractor must deliver underwriting, claims processing, a toll‑free call center, member communications, a public plan microsite, a secure member portal (with optional mobile app), and full integration with the State’s Edison HR/payroll system. Implementation milestones begin March 2026, with a mandatory Go‑Live on 1 January 2027, and the contract runs for 70 months (through 31 December 2031). Performance‑based penalties and at‑risk payments are tied to service‑level metrics such as average speed of answer, claim‑payment accuracy, and member‑satisfaction.
