Description

The City of Santa Barbara’s Sustainability and Resilience Department is seeking a qualified consulting firm to conduct a comprehensive technical, regulatory, and policy analysis of its draft Creek Buffer Ordinance, update GIS‑based creek data, evaluate buffer scenarios, and support public‑outreach activities. The effort will culminate in a detailed technical report and a suite of GIS datasets that the City can use for future planning and compliance verification. • Perform regulatory review, compare other jurisdictions, and assess compliance with state housing laws. • Produce updated creek‑and‑tributary GIS layers, habitat maps, and buffer‑scenario analyses, including limited field verification. • Draft ordinance revisions, cost‑benefit analyses, and recommendations, then compile all findings into a comprehensive report. • Provide public‑engagement support: up to three community workshops and participation in up to six public‑review hearings. • Deliverables include a technical report, GIS datasets, and any supplemental outreach materials; evaluation will consider experience, references, work plan, cost, and value‑added services.
