The State of Oregon, acting by and through the Oregon Department of Human Services (ODHS) and its Office of Child Welfare Programs, is issuing this Request for Proposal (RFP) to create a mobile Child Caring Agency (CCA) Program. The program is designed to support Children and Young Adults, ranging from ages 5 through 20, who are in the care and custody of ODHS, by providing supervision while a Child or Young Adult is without placement in a Temporary Lodging setting. The scope of work includes providing services state-wide, with an initial term of 2 years and options to renew up to a cumulative maximum of 6 years.
• The RFP is for a demonstration/pilot project, and the work is new to ODHS.
• ODHS may provide limited and reasonable start-up costs to successful Proposers.
• Multiple Contracts may be awarded, and ODHS reserves the right to limit the number of Contracts awarded.
• Proposers must submit their proposals electronically through OregonBuys.
• The evaluation process will include a review of proposals, and ODHS may conduct additional rounds of competition, including interviews, presentations, and negotiations.
