RFP 739-SL3808100 Collections Services for MPIP Operations

Texas Tech University Health Sciences Center (TTUHSC) is seeking a qualified contractor to provide comprehensive collections services for its Medical‑Patient‑Information‑Processing (MPIP) operations. The contractor will manage primary placement of patient‑share receivables, secondary bad‑debt placements, insurance‑coverage identification, and ongoing reporting. Work will be performed primarily for the Lubbock campus, with data delivered via TTUHSC‑provided extracts; direct system access (Epic) is limited. Compensation is contingency‑based, tied to amounts actually recovered, and the contract runs for four years with possible extensions. • Core services: telephone/ mailed collection, skip‑tracing, account updates, and return of fully‑paid accounts. • Reporting: quarterly debtor‑status reports, monthly return‑to‑TTUHSC reports, and other performance metrics. • Compliance: must adhere to FDCPA, TCPA, HIPAA, FERPA, Texas Public Information Act, and provide an unqualified SOC 2 Type 2 audit. • Financial model: fee is a percentage (capped at 30 %) of amounts recovered; no upfront placement fees. • Requirements: $250 k performance bond, specified insurance coverage, HUB subcontracting plan, and all staff handling PHI must be U.S.‑based.
