The City of Beaumont is seeking to obtain proposals from qualified firms to provide a modern, local government-focused, Enterprise Resource Planning (ERP) solution and related implementation services to replace the City’s existing CentralSquare Technologies HTE NaviLine system on IBM iSeries. The proposed ERP solution must satisfy the City's functional requirements, including financial management, accounts receivable, cashiering and collections, customer information management, utility billing, and document management. The City expects the future ERP to integrate with current and/or future systems, including Trimble Cityworks, OpenGov, and Itron Temetra/AMI Fixed Network. Key features of the proposed solution should include audit trails, custom reporting, role-based security, and paperless workflows.
Some of the key requirements include:
• General Ledger with comprehensive fund accounting
• Integrated budgeting and financial reporting functionalities
• Accounts Payable, Purchasing/Procurement, Vendor Management and 1099 processing
• Centralized A/R and cashiering functionality
• Support for cash, check, credit/debit card and online payments
• Integration with third-party payment processors
The City requires a scalable solution with strong vendor support, training, and a clear product roadmap. The City also requires the ability to create custom in-house reports for all system aspects without relying on vendor-purchased solutions.
Proposers must provide a clear description of their proposed solution, including the technical architecture, security, and implementation approach. They must also provide a detailed timeline for the implementation, including key milestones and deadlines.
