Enterprise Resource Planning (ERP), Payroll, & Human Capital Management (HCM) Solution

The City of Cedar Rapids Finance Department is seeking a qualified vendor to provide an integrated Enterprise Resource Planning (ERP) system together with Payroll and Human Capital Management (HCM) solutions. The contract will cover system design, implementation, data conversion, integration with existing city applications, ongoing maintenance, support, and training. Proposals must be submitted electronically via the city’s Euna Procurement portal by November 13, 2026. A pre‑proposal virtual meeting is scheduled for October 21, 2026 to clarify scope and requirements. • Scope includes ERP, Payroll, and HCM functional and technical requirements. • Vendor must deliver system design, configuration, data migration, interfaces, testing, and user training. • Ongoing maintenance and support services are required post‑implementation. • All work must comply with city insurance, confidentiality, and record‑retention policies. • Evaluation will consider qualifications (35%), company responsiveness (50%), and financial proposal (15%). • Preference will be given to local and certified small businesses, though all qualified vendors may submit.
