Description

The Montana Department of Environmental Quality (DEQ) seeks a qualified contractor to serve as the Program Coordinating Entity for nutrient‑monitoring activities on the Clark Fork and Bitterroot River watersheds. The contractor will review and update the Quality Assurance Project Plan (QAPP) and Sampling Analysis Plan (SAP), manage compliance tasks, and provide coordination, reporting, and facilitation services across a suite of environmental disciplines. The award will be based on a single lump‑sum price covering all required tasks. • Update and maintain the QAPP and SAP for river nutrient monitoring. • Provide environmental services including monitoring, site characterization, hydrogeology, and sampling/analysis of air, water, soil, waste, and sediment. • Deliver professional business‑management and facilitation services to oversee project execution and stakeholder engagement. • Meet federal funding requirements (UEI registration, NDA‑889) and comply with Montana prevailing‑wage, insurance, and debarment rules. • Submit a lump‑sum price (S1) covering Tasks 1.0‑5.0; deadline for proposals is 12 June 2026.

Budget estimate

$200,000 – $500,000

The solicitation does not disclose a ceiling amount. Based on typical state environmental‑consulting contracts of comparable scope (multi‑disciplinary monitoring, QA plan updates, and coordination across several service categories), a reasonable estimate would be between $200,000 and $500,000 total contract value. The lower end reflects a modest monitoring program; the higher end accounts for extensive field sampling, laboratory analysis, and comprehensive project management.
