MD Part C State Systemic Improvement Plan Evaluator

The Maryland State Department of Education is seeking a consultant to serve as an external evaluator for the IDEA Part C State Systemic Improvement Plan (SSIP). The evaluator will be responsible for collecting formative data, evaluating high-quality professional learning and support, and increasing the capacity of Local Infants and Toddlers Programs (LITPs) to implement evidence-based strategies. The evaluator will also provide evaluation and analysis to help increase engagement of families and complete all required local and federal reporting requirements. The contract is expected to begin on April 1, 2026, and expire on March 31, 2027. The work will be completed remotely, and the contractor will be paid monthly for the work performed the previous month. The total cost of the contract shall not exceed $50,000. • The evaluator will work approximately 5 hours per week. • The evaluator will use state and federal evaluation tools to evaluate the effectiveness of the Part C SSIP team. • The evaluator will suggest effective programmatic adjustments and increase the capacity of LITPs and Public Agencies (PAs) participating in the SSIP to improve practice in response to high-quality data. • The evaluator will provide evaluation and analysis to help increase engagement of families as evidenced by functional, routines-based IFSP outcomes. • The evaluator will complete all required local and federal reporting requirements of a Part C External Evaluator.
