Notice of Intent to Sole Source – Out-of-Scope Modification for Washer & Dryer Maintenance and Repair Services, Contract W9124C23C0005

The U.S. Army is seeking to modify an existing contract for washer and dryer maintenance and repair services at Fort Jackson, South Carolina. The current contract holder, Blue Dog Environmental, Inc., is the only source capable of performing this increased workload without a severe break in service. The modification will increase the estimated monthly workload from 200 to 350 work orders and renegotiate the firm-fixed price for the upcoming Option Year 3. The services include maintenance, repair, removal, and installation of government-owned electric clothes washers and electric/gas clothes dryers, as well as the replacement of dryer exhaust vents. • The contract is for a critical safety and Quality of Life (QoL) requirement. • The incumbent contractor, Blue Dog Environmental, Inc., is currently mobilized on-site with established supply chains and vetted technicians. • A break in these services would result in unacceptable delays and introduce critical Life, Health, and Safety (LHS) risks. • The Government intends to resolve this barrier to competition by re-baselining the requirement and competing the follow-on contract via full and open competition.
