Description
MassHousing is seeking a qualified compensation consulting firm to conduct a comprehensive salary survey and benchmark compensation study. The consultant will analyze the agency’s Decision‑Band‑Method salary structure, identify appropriate market comparators, collect salary data, and deliver updated salary ranges and a compensation plan within 90 days of contract award. The effort requires close collaboration with MassHousing HR staff, presentation of findings to senior leadership, and compliance with state and federal regulations.
• Perform market salary surveys for all job classifications across 26 DBM levels.
• Provide analysis, recommendations, and a written compensation plan aligned with public‑sector and affordable‑housing benchmarks.
• Deliver final reports and presentations within a 90‑day schedule, adhering to confidentiality and compliance requirements.
