Torrance Refinery Water Recycling Plant Microfiltration Feasibility Study

The West Basin Municipal Water District is seeking a consultant to conduct a feasibility study for the replacement of the microfiltration system at the Torrance Refinery Water Recycling Plant. The study will evaluate various scenarios for replacing the existing system, increasing water production capacity, and potentially moving and installing West Basin's potable ultrafiltration system. The consultant will be required to provide professional engineering services, including a detailed scope of work, technical approach and methodology, and a price proposal. • The microfiltration system at the Torrance Refinery Water Recycling Plant was built in 1999 and consists of six units designed for a capacity of 3.73 MGD. • The system has experienced mechanical and equipment material degradation and failures, resulting in an inability to meet refinery product water demand. • The consultant will be required to evaluate various scenarios for replacing the existing system and provide a detailed scope of work, technical approach and methodology, and a price proposal. • The consultant will also be required to provide a project schedule and timeline, as well as identify and recommend any improvements or enhancements for the proposed service. • The District encourages the utilization of small and local businesses and has established a program to provide incentives for their participation in the competitive solicitation process.
