New Jersey Transit is seeking an experienced engineering consulting firm to provide comprehensive engineering assistance for the RiverLINE Light Rail Vehicle Replacement Program. The consultant will support NJ TRANSIT through all phases of the vehicle replacement lifecycle, from detailed specifications and procurement assistance to design reviews, quality assurance, testing, commissioning, warranty oversight, and final project close‑out. The work will be performed primarily in the United States, with a local office required within the NJ/NY/PA metropolitan area for rapid on‑site response. The contract is structured as a cost‑plus‑fixed‑fee agreement with a seven‑year performance period and includes a strong small‑business (SBE/DVOB) participation goal.
• Deliver engineering expertise for specification development, procurement support, design reviews, and regulatory compliance (FTA, FRA, DOT).
• Provide ongoing quality‑assurance, testing, commissioning, and warranty management for the 20‑vehicle fleet (with optional extensions).
• Maintain a local presence (NJ/NY/PA) and submit monthly status reports, quality‑assurance plans, and final deliverables per NJ TRANSIT standards.
• Meet a 12 % Category 3 SBE/DVOB utilization goal and comply with extensive Equal Employment Opportunity and Buy‑America requirements.
• Support the project over a 7‑year period, including optional Phase III vehicle extensions, under a cost‑plus‑fixed‑fee contract.
