This open‑ended solicitation seeks qualified vendors to develop, operate, and manage congregate supportive housing units in New York City. The contract will award service agreements for the delivery of affordable housing combined with a comprehensive suite of supportive services to vulnerable populations, including individuals with serious mental illness, substance‑use disorders, and families impacted by domestic violence. The award will be for a five‑year term with a one‑time option to extend up to four additional years. Vendors must be able to meet New York City’s Community Hiring requirements and submit their proposals through the PASSPort portal. • Provide up to 7,500 new congregate supportive housing units (the solicitation focuses on the congregate model). • Deliver integrated supportive services—needs assessments, individualized service plans, health, employment, education, and domestic‑violence support. • Comply with NYC Community Hiring Rules (1 Income‑Based Community Hire per $500 k of contract value). • Use PASSPort for all proposal submissions and complete the required Community Hiring Rider.
