2026-104 (RFP) Production Labor Provider

The City of Charleston, WV is seeking a qualified Production Labor Provider to furnish stagehands, riggers, and related event production personnel on an as‑needed basis for the Charleston Coliseum, Convention Center, and Theater. The contract will run from February 1 2027 through December 31 2030, with annual rate adjustments, and requires the vendor to submit detailed rate cards and a uniform administrative‑fee percentage for each year. • Provide 24/7 on‑call labor covering stagehands, riggers (high‑steel, low‑steel), forklift/boom‑lift operators, camera and spotlight operators, and other production crew. • Submit hourly rates (base, overtime 1.5×, holiday 1.5×, commercial +$5/hr) for each labor category in Exhibits A‑C, plus a single administrative‑fee % per contract year. • Must meet strict insurance, wage‑law, EO, and drug‑/alcohol‑free workplace requirements; all labor must be direct employees (no subcontractors). • Provide extensive documentation: organization credentials, key personnel bios, staffing capabilities, three recent venue references, and completed rate tables. • Proposals are due electronically by 1 PM EDT on October 29 2026; questions must be submitted by October 16 2026.
