Description

The State of South Carolina Department of Environmental Services (SCDES) is seeking a qualified laboratory to perform radiological analyses on a variety of environmental media (water, milk, air filters, soil/sediment, fish/game flesh, vegetation) for the Savannah River Site Environmental Monitoring Program and related DOE/NNSA grant work. The contractor must be certified for radiological testing, submit a completed “Minimum Detectable Concentrations” spreadsheet, and deliver results within 30 days of sample receipt. The contract is a fixed‑price, unit‑price IFB with a one‑year base term and up to four one‑year renewal options (maximum five years). Offers must be submitted electronically by 2:30 PM ET on 22 April 2026; the award will be posted 29 April 2026. • Perform radiological laboratory testing for listed radionuclides across six media, following EPA/DOE‑approved methods and SC laboratory certification. • Provide chain‑of‑custody, sample preservation, QC documentation, and written/e‑excel reports within 30 days of receipt. • Submit a fully completed MDC Excel spreadsheet; the summed total becomes the single bid price. • Maintain a SC vendor number, meet debarment/responsibility certifications, and optionally claim resident‑vendor preferences. • Contract type is fixed‑price; taxes excluded; payment via EFT; contractor may terminate with 90‑day notice; state may terminate for convenience.

Budget estimate

$50,000 – $250,000

No contract ceiling is disclosed. Based on the Excel “Cost” columns (which list a few values for gross‑alpha/beta analyses) and typical government laboratory rates, a single analysis can range from $50 to $200. Assuming the agency will require roughly 500–1,500 analyses per year (a modest volume for a multi‑media environmental monitoring program), the annual contract value could fall between $50,000 and $300,000. The base‑year estimate is therefore $50K‑$250K, with potential growth if renewal options are exercised.
