Artificial Intelligence (AI) Strategic Roadmap and Governance Framework Consultant

The County of Pinellas is seeking a consultant to develop a comprehensive Artificial Intelligence (AI) Strategic Roadmap. The selected consultant will provide strategic advisory services to establish governance structures, draft policy frameworks, assess organizational readiness, identify high-value use cases, and create a phased implementation strategy for AI adoption across County government. The scope of the engagement will include multiple constitutional functions. The County seeks to ensure that AI technologies are deployed responsibly, securely, and transparently, while improving service delivery, operational efficiency, and data-driven decision-making. The resulting roadmap shall serve as a guiding document for a three to five year planning horizon. Some key aspects of the project include: • Conducting a comprehensive assessment of the County’s technological infrastructure, data governance posture, cybersecurity maturity, procurement processes, and workforce capabilities • Developing a formal AI governance framework defining oversight roles, decision-making authority, project intake and approval processes, and accountability mechanisms • Drafting a comprehensive AI policy framework addressing authorized use, prohibited use, data privacy safeguards, cybersecurity requirements, ethical guardrails, transparency standards, human oversight expectations, and compliance with Florida public records laws • Identifying potential AI use cases across departments and evaluating their feasibility, cost, complexity, risk, alignment with County priorities, and projected return on investment • Developing a structured AI training and change management plan to address workforce skills assessment and development
