SMART IRB Governance, Administration, and Operations Support (GAOS)

The National Institutes of Health (NIH) – NCATS seeks a partner to provide governance, administration, community‑engagement, education, metric reporting, and user‑support services for the SMART IRB platform. The contractor will develop and maintain a governance model, promote the SMART IRB community, create training materials, collect and analyze usage metrics, and support the existing software partner with user‑admin tasks. The work is performed from the contractor’s facilities, includes monthly status reports, quarterly metric reports, and a final close‑out report, and may be extended through up to four additional 12‑month option periods plus a six‑month service extension. • Develop/maintain SMART IRB governance and change‑management processes. • Drive community growth, outreach, and communications. • Create/maintain training modules, webinars, and documentation. • Gather and report quantitative/qualitative metrics quarterly. • Provide help‑desk and user‑admin support for Joinder, ORS, and SMARTIRB.org website.
