The Maryland Department of Public Safety and Correctional Services is seeking bids from certified small‑business master contractors to provide IBM Passport Advantage software maintenance under its COTS 2012 master contract. The award will be a fixed‑price, multi‑year contract for warranty and maintenance services, with a start date of Dec 1 2026 and an end date of Nov 30 2029.
• Small‑Business Reserve (SBR) eligible only – award limited to certified small‑business vendors.
• Must be an authorized IBM reseller and current master contractor under the COTS 2012 contract (060B2490021).
• Provide software warranty, maintenance, and related support for IBM Passport Advantage.
• Pricing required on a per‑year basis, valid for at least 90 days; invoices billed annually.
• All proposals submitted electronically via eMMA; submission deadline Sep 16 2026, questions due Sep 2 2026.
• Award will be based on the lowest responsive bid price.
