Inside Safe RFP

The City of Los Angeles Mayor’s Office is seeking qualified vendors to provide hotel or motel facilities for the Inside Safe Initiative, a program aimed at moving people from homeless encampments into interim housing and connecting them with services. The selected vendors will be responsible for providing facilities that can accommodate the encampment population and allow independent service providers to offer wrap-around services. The facilities should be located within or adjacent to the City of Los Angeles. The City will pay a flat-fee daily rate for occupied rooms, and the vendors must propose a Booking Agreement Rate and an Occupancy Agreement Rate. The contract is expected to have a performance period of up to three years, with the option to extend or renew for two additional one-year terms. • Key aspects of the proposal include: • Facility information, such as location, room availability, and amenities • Staffing and employee information • Ability to maintain the facility in good condition • Budget narrative, including daily room rates and estimated costs • Proof of ownership or control of the facility
