Description

The City of Franklin is seeking a qualified third‑party administrator (TPA) to manage its Commercial Property Assessed Clean Energy and Resiliency (C‑PACER) program. The TPA will be responsible for administering clean‑energy financing for commercial properties, handling enrollment, financing, repayment collection, and ensuring compliance with state PACE statutes. The solicitation is an RFQ for qualifications only; the City will evaluate respondents and later issue a Notice of Intent to Award. • Administer C‑PACER financing, including loan set‑up, billing, and collections. • Coordinate with the City Attorney and Williamson County on delinquency and enforcement policies. • Provide expertise on program feasibility, compliance, and reporting for renewable‑energy projects on commercial properties.

Budget estimate

$150,000 – $500,000

No contract value is disclosed, but third‑party administrators for municipal PACE programs typically earn fees based on a percentage of financed project amounts or a flat annual management fee. Assuming a modest city‑wide commercial program (e.g., $10‑30 M of financed projects) and a 1‑3 % fee structure, the annual revenue could range from $100 k to $900 k. Accounting for start‑up costs and a probable multi‑year contract, a realistic budget estimate is roughly $150 k–$500 k over the contract term.
