Description

San Diego Housing Commission (SDHC) is seeking a qualified vendor to enter into a two‑year master agreement (with up to three one‑year renewal options) to supply a full line of new appliances and electronics to SDHC properties and to other public agencies through the AXIA Cooperative Purchasing Program. The contract will be awarded via competitive RFP, requires compliance with HUD Section 3, equal‑opportunity and prevailing‑wage statutes, and obligates the vendor to provide “not‑to‑exceed” pricing, optional installation services, and extensive reporting (monthly sales reports, Section 3 outreach, audit compliance, etc.). The agreement caps reimbursement at a maximum compensation amount (to be defined in the contract) and includes a 2–3 % administrative fee paid to AXIA. The vendor must maintain comprehensive insurance, a drug‑free workplace policy, and retain records for at least five years. • Supply and optionally install a full catalog of appliances & electronics (refrigerators, washers/dryers, cooking equipment, TVs, monitors, computers, etc.) for SDHC and other participating public agencies. • Provide pricing tables with discount percentages, a pricing‑methodology narrative, and comply with a 2‑year term plus optional one‑year extensions. • Meet extensive compliance obligations: HUD Section 3 outreach, EEO/DBE certifications, prevailing‑wage (if applicable), environmental and telecom equipment restrictions, and monthly sales‑reporting to AXIA with a 2 %‑3 % administrative fee. • Submit a complete proposal package (cover letter, certifications, sample contract, cost‑proposal template, and federal‑funds certification) via PlanetBids by 2 pm PST on 4 Feb 2026.

Budget estimate

$3,000,000 – $10,000,000

Although the solicitation does not disclose a specific contract ceiling, the AXIA Cooperative estimates a nationwide annual purchase volume of roughly $25 million for appliances & electronics. Assuming SDHC represents a modest share (≈10‑20 % of that volume) and that the master agreement covers a two‑year term, the vendor could realistically earn between $3 million and $10 million in total contract revenue (including product sales, optional installation services, and the 2‑3 % administrative fee paid to AXIA). Factors influencing the final amount include the discount levels the vendor offers, the actual quantity of units purchased by SDHC and other participating agencies, and any additional service fees for installation or warranty extensions.
