Description

Escambia County is seeking a qualified firm to supply and install Bio‑Health Pod Systems in three existing wet stormwater ponds and to provide comprehensive technical services—including site evaluation, system design, permitting assistance, installation, monitoring, public outreach, and final reporting—to objectively evaluate the technology’s feasibility, performance, and impact on nutrient reduction over a 12‑month demonstration period. The effort is funded by the Florida Department of Environmental Protection’s Innovative Technology Grant (Agreement No. INV75) and requires the contractor to manage equipment procurement, design documentation, permit acquisition, installation, ongoing maintenance, data interpretation, and community education, with a total project budget outlined in the grant work plan. • Provide Bio‑Health Pod equipment and related components for three stormwater facilities. • Conduct site‑selection analysis and recommend three pilot locations. • Develop and submit detailed design packages and obtain all required permits. • Install, commission, and maintain the pods for the duration of the demonstration. • Support the County’s Quality Assurance Project Plan, monitor water‑quality parameters, and interpret results. • Deliver public‑education materials, two community presentations, and a final technical report. • All equipment becomes County property; optional site restoration may be required.

Budget estimate

$500,000 – $1,500,000

The solicitation does not disclose a total contract value. Based on the scope—supplying specialized submerged bioreactor pods, custom engineering design, permitting, installation across three sites, a year‑long monitoring program, public‑education activities, and final reporting—and typical grant‑funded pilot projects of this nature, a reasonable ballpark is between $500,000 and $1,500,000. The lower end assumes minimal equipment costs and a lean consulting effort; the higher end reflects more extensive hardware, possible solar‑power alternatives, and comprehensive data‑analysis services.
