Description

Ocean County, New Jersey, is seeking a qualified marine‑service contractor to repower and upfit two county‑owned 23‑foot pumpout boats (the 2016 “Pollution Solution” and the 2007 “Waste Watcher II”). The work includes complete removal and disposal of existing outboard engines, supply and installation of new 250‑hp (or greater) four‑stroke gasoline outboards (Yamaha, Mercury Verado, or equivalent, model year 2026 or newer), stainless‑steel propellers (with one spare per engine), digital engine‑rigging components, new fuel system hoses, water separators, and ignition keys. All components must be new, EPA‑compliant, and installed per OEM and industry best practices. The vendor must receive parts within four months of a formal purchase order and complete installation within 30 calendar days after the vessels are delivered to the vendor’s facility. Final delivery includes sea‑trial and inspection at Seaside Park Municipal Marina, NJ. Subcontractors, if used, must be OEM‑authorized and provide certification. • Replace outboard engines on two pumpout boats with ≥250 hp, 4.2 L, 2026‑or‑newer models. • Provide stainless‑steel propellers (one spare each) and digital control systems. • Replace fuel hoses, water separators, and supply six ignition keys per engine. • Perform de‑rigging, disposal of old engines, and full installation adhering to EPA and OEM standards. • Complete work within ~4 months for parts receipt + 30 days for installation after vessel delivery. • Conduct sea‑trials and final inspections at Seaside Park Municipal Marina.

Budget estimate

$150,000 – $300,000

The document does not disclose a contract value. Based on typical costs for repowering 23‑ft pumpout boats—new 250 hp outboard engines (~$70‑$90 k each), stainless‑steel propellers (~$5‑$8 k each plus spares), digital control packages (~$10‑$15 k), fuel system components, labor, disposal, and project management—the total project cost is likely in the $150 k to $300 k range. Smaller vendors may quote toward the low end if they have existing inventory; larger firms with extensive OEM certifications may price toward the high end.
