Description
This notice is an Intent to Sole Source for a one‑year contract to provide preventive and remedial maintenance on four government‑owned YORK chillers located at the Mt. Weather Emergency Operations Center in Virginia. Johnson Controls will be the prime contractor, and the work requires a DSS TOP SECRET facility clearance, two TOP SECRET‑cleared technicians, and compliance with extensive security and classification requirements. The contractor must perform monthly preventive maintenance, quarterly oil analysis and leak testing, annual performance testing, and be available 24/7 for emergency repairs with a four‑hour response window during normal hours. All work is to follow OEM specifications, and parts used are reimbursable. The contract period runs from 10 Sept 2026 through 9 Sept 2027.

• Scope: Preventive (monthly, quarterly, annual) + remedial HVAC chiller maintenance for 4 YORK units
• Security: Contractor must hold DSS TOP SECRET clearance; FOUO information handling; OPSEC/Insider‑Threat training required
• Personnel: Minimum two technicians with TOP SECRET clearance and OEM certification
• Response: 24/7 call‑in, 4‑hour on‑site response during business hours, ≤24 hrs after hours
• Reporting: Detailed maintenance and remedial reports to COR/CO; parts cost reimbursable
