Description

The City of Cincinnati is seeking an Ohio‑licensed psychologist (or firm) to provide a comprehensive Psychological Services Program for the Cincinnati Police Department. The work includes individual, family, and group counseling; trauma‑focused response; ongoing advisory and training on wellness, policy impact, and law‑enforcement specific topics; non‑confidential resource services; and program evaluation and audit reporting. The contractor must maintain a physical office within the I‑275 loop, meet rapid emergency‑response timelines, and comply with HIPAA and stringent confidentiality requirements. The contract is a three‑year agreement with no disclosed ceiling, and pricing must be submitted on a per‑visit or hourly basis. • Provide counseling (up to 6 sessions per individual/incident) and trauma‑response services with a 4‑hour verbal response and 2‑day appointment guarantee. • Deliver advisory, training, and curriculum development for law‑enforcement wellness, including bi‑weekly and quarterly meetings and “train‑the‑trainer” sessions. • Submit quarterly service reports and an annual evaluation report; retain records for three years and allow City audits. • Maintain required insurance (General Liability ≥ $1 M, Auto Liability ≥ $1 M, Workers’ Comp) and meet DEI/EEO compliance.

Budget estimate

$540,000 – $900,000

No explicit budget is disclosed. Assuming an average hourly rate of $150–$250 for licensed psychologists, and estimating roughly 1,200 counseling hours per year (including emergency response, training, and advisory sessions) plus additional administrative/reporting time, the annual spend could range from $180,000 to $300,000. Over a three‑year contract, total earnings might fall between $540,000 and $900,000, with potential upside if the City accepts additional sessions under its insurance or if the contractor provides supplemental services.
