Description

The Montgomery County Public Schools (MCPS) is issuing a Request for Proposal (RFP) to solicit qualified vendors to provide a comprehensive School Bus Stop-Arm Camera Safety Program. This program aims to enhance student safety by detecting and deterring illegal passing of stopped school buses. The selected vendor will be required to provide, install, operate, and maintain a state-of-the-art camera system capable of capturing high-quality images and video evidence of stop-arm violations. Some key aspects of the program include: • Enhancing student safety by deterring illegal passing of stopped school buses through the installation and operation of exterior-mounted stop-arm cameras • Capturing clear, evidentiary-quality images and video of vehicles illegally passing stopped school buses • Providing comprehensive violation processing services, including review, citation issuance, payment processing, and customer service • Improving public awareness and compliance with school bus safety laws • Generating accurate data and analytics for program evaluation and continuous improvement • Providing internal and external surveillance recordings to investigate alleged student misconduct, alleged staff misconduct, injuries, and accident investigations

Budget estimate

$500,000 – $2,000,000

The budget for this opportunity can be estimated based on the number of school buses and the potential revenue from citation fines. With a fleet of approximately 1,500 school buses and potential growth to 1,600 buses, the vendor can expect to generate revenue from the program. The RFP mentions a revenue-sharing model based on a percentage of collected citation fines, with a minimum of 40% going to MCPS. Assuming an average citation fine of $200 and 1,500 buses, the total potential revenue from citation fines could be substantial. However, the exact budget will depend on the vendor's pricing model, the number of violations captured, and the efficiency of the citation processing system. A rough estimate for the budget could be in the range of $500,000 to $2,000,000 per year, considering the revenue-sharing model and the potential number of citations. This estimate may vary based on various factors, including the vendor's costs, the effectiveness of the program, and the actual number of citations issued.
