Description

The Metropolitan Water District (MWD) seeks a qualified contractor to design and implement a native‑plant, low‑maintenance turf‑replacement program for disadvantaged communities across three Southern California cities. The contractor must develop a climate‑appropriate plant palette, coordinate site identification with MWD and local water agencies, conduct pre‑installation site visits, and provide trained inspectors and supervisors who hold required CWM and QWEL certifications. The award includes mandatory training, labor & material payment bonds equal to 100 % of the bid, and compliance with extensive insurance, licensing, and prevailing‑wage requirements. The contract runs for three years starting August 1 2026, with a total bid validity of 180 days. • Develop and supply a native‑plant/tree palette that meets budget, climate, and maintenance criteria. • Coordinate with MWD staff and local water agencies to select and verify turf‑replacement sites; conduct mandatory pre‑install site visits. • Provide certified personnel (CWM, QWEL, WELDCP) and maintain proof of certifications; attend required training sessions. • Submit required bid supporting documents (conflict‑of‑interest statement, recent projects, questionnaire, subcontractor list, insurance certificates, bid bond, licensing copies, etc.) via PlanetBids and mail original bid bond within five business days.

Budget estimate

$1,500,000 – $5,000,000

No explicit contract value is disclosed. Based on a three‑year, multi‑city turf‑replacement program that includes design, procurement of plants, installation labor, training, bonding, insurance, and ongoing maintenance, a reasonable ball‑park for a qualified contractor would be between $1.5 million and $5 million over the contract term. Factors influencing the range include the number of sites, species diversity, labor rates (prevailing‑wage), and the scope of training/compliance activities.
