Request for Proposal (RFP) for Enterprise Resource Planning Replacement

The City of Beaumont is seeking a modern, local government-focused, Enterprise Resource Planning (ERP) solution and related implementation services to replace the City’s existing CentralSquare Technologies HTE NaviLine system on IBM iSeries. The new system should support City financial, payroll, human resources, procurement, and utility billing, miscellaneous receivable billing and collections, and business processes. The project's objective is to make the utility billing process operational at the earliest phase possible. The City requires a scalable solution with strong vendor support, training, and a clear product roadmap. The successful Proposer will be able to prove financial stability and organizational capacity to deliver implementation and continued support. Key features of the new system include: • Improve efficiency via automation, workflow, and paperless processes; reduce reliance on spreadsheets and manual workarounds • Improve reporting, transparency, and data access for staff and leadership; strengthen auditability and controls • Support integrations with existing City systems and future modernization initiatives • Provide a scalable solution with strong vendor support, training, and a clear product roadmap • All legacy data from the existing IBM iSeries must be migrated to the new system • The City will discontinue the legacy system after we go-live, so all data must be accessible, searchable, and reportable in the new system • The City requires the ability to create custom in-house reports for all system aspects without relying on vendor-purchased solutions
