Description

The South Dakota Department of Transportation is seeking a qualified researcher or consulting firm to conduct a needs‑and‑feasibility study on two critical topics: (1) the requirement and practicality of developing South Dakota‑specific default traffic‑analysis variables for use in traffic analysis, microsimulation, and travel‑demand modeling tools; and (2) the need, feasibility, applicability, and cost‑benefit of creating a statewide travel‑demand model (TDM). The effort will involve a comprehensive literature review, interviews with SDDOT staff, MPOs, local agencies, and peer state highway agencies, and the production of technical memoranda and a final report. Key deliverables include four technical memoranda tied to payment milestones, a final technical report, an executive summary, and an executive presentation to the SDDOT Research Review Board. The contract value is $150,000, with work scheduled to begin on 1 Oct 2026 and conclude by 30 Sept 2028. • Conduct literature review of existing state‑specific traffic‑analysis defaults and statewide TDM practices. • Interview SDDOT personnel, three MPOs, local governments, and peer state agencies to assess data readiness and stakeholder needs. • Produce four technical memoranda (20 %, 20 %, 15 %, 15 % of total cost) and a final report with implementation scenarios. • Deliver an executive presentation and summary for SDDOT leadership.

Budget estimate

$140,000 – $160,000

The solicitation specifies a total budget of $150,000 for a 24‑month study. Assuming a typical profit margin of 5‑10 % after direct costs, the effective earnings for the contractor would likely fall in the $140,000–$160,000 range. Variations could arise from scope adjustments, optional cost‑sharing, or additional subcontracting, but the core contract value anchors the estimate.
