The County of Tuolumne is seeking a development partner to transform a County-owned property into a permanent affordable housing community for people experiencing homelessness. The selected proposer will acquire, rehabilitate, and operate the site under a Housing First, low-barrier model, providing on-site services and coordinating with County departments and community partners. The development will be 100% affordable, restricted to households at or below 80% Area Median Income (AMI). The key aspects of the project include: • Developing the property into permanent units for individuals displaced by Caltrans encampment resolutions and other persons experiencing chronic homelessness • Prioritizing residents exiting encampments in Tuolumne County and ensuring service coordination with the current County and community housing programs • Operating under a Housing First, low-barrier model with on-site supportive services and case management • Maintaining deed restrictions for 100% affordable housing at or below 80% AMI • Coordinating reporting through the Homeless Management Information System (HMIS) and relevant performance metrics
