Description
The Catalina Foothills Unified School District (CFSD 16) is seeking a qualified consulting firm to provide comprehensive employee‑benefits consulting services for its ~600 employees and retirees. The consultant will monitor legislative changes, advise on plan design, ensure compliance with federal and state regulations, support claim resolution, manage vendor relationships, develop communications (including WCAG‑compliant materials), and produce reporting and analytics. The contract is a flat‑fee, one‑year term beginning July 1 2026 with possible annual extensions, and the district expects a strategic partner that can improve cost‑value alignment and enhance employee experience.
• Legislative monitoring & compliance (ERISA, ACA, FMLA, HIPAA, etc.)
• Benefits design, advisory, and open‑enrollment support (health, dental, vision, life, disability, HSAs, FSAs, EAP)
• Vendor coordination, rate & contract review, and RFP development for future solicitations
• Creation of WCAG‑compliant communications and reporting dashboards (utilization, loss‑ratio, claim‑ratio)
• Ongoing administrative support through the district’s MUNIS Self Service platform.
