Request for Proposals for Engineering Services for CDBG Project(s)

The Town of Heidelberg is seeking proposals from qualified firms or individuals to provide engineering services for work related to the implementation of approved FY 2026 CDBG project(s). The scope of work includes preparing project cost estimates, plans and specifications, distributing bid documents, assisting in bid opening, and performing construction inspection. The selected engineer will provide all engineering services through project closeout in accordance with federal, state, and local laws, regulations, and policies. Key factors for evaluation include qualifications, experience, and capacity for performance. • The engineer will be responsible for preparing project cost estimates and plans and specifications. • The engineer will assist in bid opening and prepare bid tabulation. • The engineer will perform construction inspection and periodic reports to the Town of Heidelberg. • The Town encourages Minority-owned Business Enterprises (MBEs) and Women-owned Business Enterprises (WBEs) to submit proposals. • The Town also encourages Section 3 eligible businesses to submit proposals.
