Description

The State of Colorado’s Department of Local Affairs (DOLA) is seeking qualified vendors to provide a broad range of disaster‑recovery and resilience services under its Disaster Resilience Rebuilding (DRR) Program. Selected firms will enter a multi‑year Master Task Order Contract and may be called on for “mini‑RFP” task orders after a disaster declaration. Services include technical assistance, residential reconstruction oversight, grant/loan administration, buyout and rental assistance, and transitional housing support. Vendors must demonstrate expertise, staffing capability (including field presence in affected areas), and compliance with federal, state, and local regulations. • Eligible services: disaster‑recovery planning, residential reconstruction/rehabilitation, grant & loan administration, buyout program, rental assistance, transitional housing, and overall program management. • Required qualifications: documented experience in each selected service area, ability to staff field offices in Colorado, mandatory weekly meetings, background checks, insurance and bonding, warranties, and bilingual (English/Spanish) customer service. • Submission: Statement of Qualifications due October 6, 2026 (2:00 PM MST) via email and BidNet; inquiries due September 29, 2026. • Evaluation: Scored on qualifications, staff rates, experience, SDVOSB preference, and compliance; possible interviews Oct 29‑Nov 6, 2026. • Contract: Estimated award November 10, 2026; five‑year term with task‑order extensions as disasters arise; funding contingent on federal/state appropriations.

Budget estimate

$2,000,000 – $10,000,000

The solicitation does not disclose a contract ceiling. Similar state‑wide disaster‑recovery master contracts typically range from a few million to low‑double‑digit millions, depending on the number of task orders and the scale of disasters addressed. Assuming a five‑year contract with multiple task orders, a reasonable estimate is between $2 million and $10 million total award value. Factors influencing the final amount include the frequency and severity of disasters, availability of federal CDBG‑DR funds, and the specific services a vendor is qualified to perform.
