Attorney Services for Water Law and Water Rights

The City of Alamogordo is seeking a qualified law firm or individual attorney to provide ongoing legal counsel and representation on matters related to water rights, water law, water resource planning, and regulatory compliance. The selected firm will serve as a legal advisor to the City and provide services such as legal representation, water rights administration, contracts and policy support, and regulatory guidance. The contract will be for a one-year period with the option to renew for three additional one-year periods. Key services to be provided include: • Legal representation in administrative and judicial proceedings • Water rights administration, including acquisition, leasing, and protection of surface and groundwater rights • Contracts and policy support, including drafting and reviewing water service agreements and ordinances • Regulatory guidance, including interpretation of local, state, and federal statutes and regulations • Strategic and advisory support, including advising City Administration and the City Commission on legal matters related to water supply and conservation policy
