2025 WSC Operators - Round 2 RFP

The City of Los Angeles is seeking proposals from pre-qualified organizations to provide services as a one-stop operator and primary Workforce Innovation and Opportunity Act (WIOA) Title I adult and dislocated worker service provider in a WorkSource Center (WSC). The selected organization will be responsible for providing career services, including participant intake, orientations, initial assessments, employment services, and referrals to other partners and services. The organization will also be required to provide individualized career services, including comprehensive and specialized assessments, case management, individual employment plans, and career planning and vocational counseling. The contract term will be from October 1, 2026, to June 30, 2027, with the option to renew up to three additional one-year program terms. • Key responsibilities include: • Establishing and maintaining a physical WSC site • Providing basic career services • Providing individualized career services • Serving target populations, including unhoused individuals, reentry individuals, veterans, and older workers • Collaborating with regional education and workforce development partners • Maintaining accurate records and submitting reports as required
