Description
DISA is issuing a Sources Sought Notice to gauge market interest and capability for a 24/7/365 enterprise messaging modernization and engineering support effort (EM5). The effort will sustain a multi‑tenant, RabbitMQ‑based publish‑subscribe platform hosted on Azure Government, integrated with Azure Kubernetes Service, Azure Firewall, and other DoD‑level security controls (IL2‑IL6). Contractors must provide continuous support, DevSecOps processes, RMF compliance, and have Secret Facility Clearance. The contract will be a 12‑month base period with up to four additional 12‑month options, performed primarily at DISA headquarters in Fort Meade, MD, with possible travel. Responses are limited to a seven‑page capability statement due 4 PM EST on 2 Oct 2026.
• 24/7/365 support of a high‑availability, active‑active, multi‑region messaging platform (RabbitMQ)
• Management of Azure Kubernetes Service (AKS) containers, Azure Firewall, Application Gateway, and monitoring tools
• Operation in DoD Impact Levels 2, 5, and 6 (including IL6/Secret) with strict PKI/mTLS authentication
• Development and sustainment of custom RabbitMQ authorization plugins and Zero‑Trust RBAC
• Required Secret Facility Clearance and compliance with RMF, DevSecOps, and DoD cybersecurity standards
• Base period 12 months, with four optional 12‑month extensions; work performed at Fort Meade, MD and approved secure contractor sites.
