Description

The State of California’s Department of Parks and Recreation is soliciting a qualified general‑engineering/general‑building contractor to upgrade the Reservoir #3 Water‑Treatment Plant at Hearst San Simeon State Historic Monument. The work includes supplying and installing six wall‑spring membrane filtration units, associated booster pump, variable‑frequency drive, control panels, instrumentation, and extensive piping and trenching to discharge treated water into the existing clear‑well reservoir. The contractor must also demolish the existing booster pump, re‑configure the plant’s control system, and develop PLC and operator‑interface programming. The contract is a lump‑sum public‑works bid with a 120‑day performance schedule, a 6 % minimum DVBE participation requirement, and a host of California statutory certifications. • Install six membrane filtration systems with supporting mechanical, electrical, and control components. • Perform selective demolition, trenching, and new water‑distribution piping to integrate the upgraded system. • Provide PLC/OIT programming, testing, and a 30‑day commissioning period. • Comply with extensive state requirements (DVBE, SB preference, DIR registration, AI disclosure, Fair‑Chance Employment, etc.) and submit a 10 % bid bond.

Budget estimate

$2,000,000 – $5,000,000

No contract value is disclosed. Similar municipal water‑treatment upgrades in California typically range from $2 million to $5 million depending on equipment costs, site conditions, and labor rates. Given the scope (six filtration units, mechanical/electrical installation, demolition, and commissioning) a reasonable estimate is $2‑5 million for the full lump‑sum contract.
