Fire Department Masterplan

The City of Chula Vista is seeking a qualified consulting firm to develop a comprehensive 10‑15‑year Fire Department Masterplan and related strategic documents. The consultant will conduct data‑driven analyses of current service delivery, call volumes, response performance, facilities, fleet, staffing, and risk, and will produce a Masterplan, a 3‑5‑year Strategic Plan, a Community Risk Assessment, Standards of Cover analysis, Bottom‑Up Reviews of training, staffing, and EMS transport, a Leadership Succession Plan, and facilitate extensive stakeholder engagement. Deliverables include detailed reports, modeling outputs, implementation roadmaps, and supporting materials. • Evaluate current fire‑service operations and forecast future needs across facilities, apparatus, and personnel. • Produce a Strategic Plan, Community Risk Assessment, Standards of Cover, and Bottom‑Up Reviews covering training, staffing, and EMS transport. • Develop a Leadership Succession Plan and manage workshops, focus groups, surveys, and public meetings with fire personnel, labor, city leaders, community, and partner agencies.
