Fiber Optic Utility Locating Services

The City of Boulder is seeking proposals from vendors to perform underground utility locating services to prevent damage, ensure compliance with Colorado law, and support maintenance and construction activities. The selected vendor will provide locating services for the City's underground outside plant fiber optic network infrastructure. The contract will be for one year, renewable at the City's discretion on a yearly basis for up to four additional one-year terms. Key responsibilities include receiving and responding to Colorado 811 tickets, providing coordination and communication with City staff and excavators, maintaining 24/7 availability for utility locating and emergency response, and providing routine and emergency locating services. The vendor must have a minimum of three years of experience in providing underground telecommunications or fiber optic utility locating services in Colorado. • The City's outside plant fiber optic network infrastructure consists of approximately 63 miles of conduit and fiber optic cable. • The vendor will provide all necessary underground utility locating services, including field markings and documentation, utility locate reports, and compliance and documentation. • The vendor will maintain a written QA/QC program to ensure accurate, reliable, and consistent locate services. • The vendor will provide regular reporting to the City, including daily or by-occurrence reports, monthly reports, and summary accounts of safety or damage incidents.
