Description

The Mount Holly Township Board of Education is seeking a qualified provider to deliver comprehensive Child Study Team (CST) and related special‑education support services for K‑12 students, including both district‑enrolled and eligible non‑public‑school students. The contract is for three consecutive 12‑month terms beginning July 1 2026, with two optional one‑year renewals, and requires all‑inclusive hourly rates for each service discipline. Providers must supply qualified personnel (school psychologists, speech‑language pathologists, occupational and physical therapists, social workers, counselors, teachers of the deaf, instructional coaches, reading specialists, etc.), perform evaluations, attend CST meetings, and support Extended School Year (ESY) programming as needed. The district emphasizes compliance with state and federal regulations, background‑check clearance, extensive insurance coverage, and detailed documentation and reporting. • Provide a full suite of special‑education related services (psychology, speech‑language, OT/PT, counseling, social work, instructional coaching, etc.) on an “as‑needed” basis throughout the school year and summer ESY periods. • Submit all‑inclusive hourly rates for each discipline for three fiscal years; rates must cover labor, supervision, travel, materials, documentation, and any other costs. • Meet extensive compliance requirements: NJ background‑check clearance, professional licensing, multiple insurance policies (minimum $1 M per occurrence, $4 M umbrella), affirmative‑action filing, political‑contribution disclosure, and certifications regarding debarment, foreign‑asset and Iran restrictions. • Maintain accurate service logs, SEMI reporting, and participate in district‑provided professional development; the district may request staff replacements with quick turnaround. • Contract is initially 12 months (July 1 2026 – June 30 2027) with up‑to‑two optional one‑year extensions subject to Board approval.

RFP #26-08

Budget estimate

$500,000 – $1,500,000

Because the RFP requires all‑inclusive hourly rates for a wide range of specialist disciplines, the total contract value will depend heavily on the number of service hours. Assuming an average rate of $110 per hour (mid‑range for school‑based therapists and psychologists) and an estimated 5,000 service hours per year across all disciplines, the annual spend would be roughly $550,000. Over the initial 12‑month term that suggests a contract value of about $550,000, with potential growth to $600,000‑$700,000 if additional ESY or non‑public services are required. Including the two optional one‑year renewals, the three‑year total could range from $1.5 million to $2.1 million. Therefore, a realistic budget estimate for a winning vendor is between $500,000 and $1,500,000 for the first year, scaling upward with extensions.
