Pharmacy Benefit Management Services

The Minnesota Management and Budget is seeking information from pharmacy benefit management (PBM) companies to help inform and plan for an upcoming PBM procurement. The state's most recent PBM procurement was completed in 2022 using a reverse auction methodology, and the next procurement will likely take place in early 2027 with a January 1, 2028 contract effective date. The state is interested in information pertaining to potential respondents' rebate disclosure, recent pharmacy spend, formulary management, and clinical outcomes. • The state administers two insurance programs: the State Employee Group Insurance Program (SEGIP) and the Public Employee Insurance Program (PEIP) for state employees and for employees of local government, respectively. • The state is seeking information on PBM companies' participation in reverse auctions, disclosure of NDC-level rebate data, average PMPM net cost for employer groups, and programs to improve clinical outcomes. • The state is looking for detailed responses to the questions listed in the RFI, and responders are asked to provide information on their company's experience and capabilities in providing PBM services.
