The Florida Department of Law Enforcement (FDLE) is announcing its intention to enter into a single-source purchase contract with Watch Systems, LLC dba OffenderWatch, for the maintenance of the Florida Offender Alert System (FOAS). The FOAS system is an e-mail notification service that alerts citizens when registered sexual predators and offenders establish or change residences within a specified proximity of a given address of the citizen. The contract will be for a period of two years, and the estimated dollar amount is $150,000.
• The FOAS system is licensed through and maintained exclusively by OffenderWatch.
• OffenderWatch is the only entity authorized to perform maintenance and support on the FOAS system.
• The system currently supports almost 300,000 email subscribers and has generated over 40 million email alerts to date.
• The contract is justified due to the proprietary nature of the FOAS system and the lack of availability of similar services from other vendors.
