Description
Access Services is seeking proposals from qualified consultants to provide Architectural and Engineering (A&E) services for environmental services under the National Environmental Policy Act (NEPA) and California Environmental Quality Act (CEQA) and equity compliance services under Title VI of the Civil Rights Act of 1964 for the redevelopment of property located at 15914 S. Avalon Boulevard, Compton, CA 90220. The project involves a phased approach to develop the property into the primary Paratransit Operations and Maintenance Facility for the Southern region. The selected consultant will be responsible for conducting environmental analyses, preparing technical studies, and performing Title VI facility siting equity analysis.
• The project is expected to be completed in three phases, with Phase 1 focusing on repairing and renovating the existing facility, Phase 2 involving design-build services to modernize administrative spaces and upgrade maintenance facilities, and Phase 3 consisting of comprehensive design and construction services to fully operationalize the facility.
• The consultant will be required to prepare various technical studies, including a CEQA Initial Study/Mitigated Negative Declaration, NEPA Categorical Exclusion, and environmental technical studies such as Vehicle Miles Traveled Technical Memo and Biological Resources Letter Report.
• The consultant will also be responsible for conducting outreach to persons potentially impacted by the siting of the facility and comparing impacts of various siting alternatives.
• The project is expected to be funded by federal grant funds, and the consultant will be required to comply with all applicable federal, state, and local laws and regulations.
