The Quality Samples Program (QSP) is designed to encourage the development and expansion of export markets for U.S. agricultural commodities by assisting U.S. entities in providing commodity samples to potential foreign importers. The program is administered by the Foreign Agricultural Service (FAS) on behalf of the Commodity Credit Corporation (CCC). QSP participants will be responsible for procuring and exporting the samples, providing on-site technical assistance, and seeking reimbursement from FAS for eligible costs.
• The QSP will provide up to $2.5 million in FY 2023 funding to support eligible projects.
• Eligible applicants include U.S. private or government entities with a demonstrated role and interest in exporting U.S. agricultural commodities.
• Proposals should address specific market development trade constraints or opportunities and provide a detailed project plan, including performance measures and a budget.
• FAS will review and evaluate proposals based on criteria such as the benefits of the project, the ability of the organization to execute the proposal, and the potential for expanding commercial sales in the proposed market.
