Sources Sought Notice Licensed Secure Care Beds-Texas

The Administration for Children and Families (ACF) is seeking capability statements from vendors who can provide licensed secure care beds for unaccompanied alien children (UAC) in the state of Texas. The vendor should have experience in operating residential secure care facilities for minors and providing comprehensive programming, including education, nutrition, recreation, and medical services. The facility should be able to serve up to 30 UAC and have a capacity to provide admissions within 72 hours of notification from ACF. The anticipated period of performance is 1 to 5 years. Key points to consider: • The vendor should have experience in providing residential secure care programs for youth. • The vendor should have a ready or near-ready 30-bed capacity, with an expected ramp-up time of no more than 90 calendar days. • The facility should be compliant with all applicable federal, state, and local regulations for provision of residential secure care for juveniles. • The vendor should be able to provide comprehensive services, including UAC assessment, diagnosis, treatment, education, nutrition, recreation, and discharge planning. • The vendor should be able to maintain capacity for timely admission of UAC within 72 hours of notification from ACF.
