Police Chief Assessment Consultant

The City of Albany is seeking a consulting firm to design, administer, and report on a comprehensive assessment process for candidates applying to the Police Chief position. The contractor will coordinate with city officials, create a competency framework, conduct in‑person or virtual assessment exercises, and deliver detailed scoring reports for each candidate. • Phase 1: Planning – develop competency model, assessment plan, schedule, and obtain city approval. • Phase 2: Administration – execute assessments (interviews, written exercises, simulations) for up to six candidates, using qualified assessors and ensuring accommodation compliance. • Phase 3: Scoring & Reporting – compile scores, produce individual and comparative reports, and debrief city officials. The scope excludes advertising, recruiting, background checks, or any selection decisions beyond the assessment. Proposals must include detailed fee breakdowns (per‑candidate and per‑exercise), team qualifications, methodology, and required insurance.
