RFQ: Special Tax Counsel Services (Re-bid)

The City of Newark is seeking special tax counsel services to provide representation on behalf of the City in special tax matters. The selected firm will have a close working relationship with the City's Law Department and will be required to provide representation in all aspects of litigation. The contract term will be for one year, from January 1, 2026, to December 31, 2026, and the City will pay counsel for legal services at a blended rate of $175.00 per hour for barred attorneys and $75.00 per hour for non-barred attorneys, paralegals, and law clerks. Key points to consider: • The City is seeking a firm with expertise in providing special tax counsel services. • The selected firm will be required to provide representation in all aspects of litigation, including preparation of pleadings, motions, and discovery documents. • The firm will be required to provide quarterly Key Performance Indicator (KPI) metrics. • The City prefers a local Newark office, but it is not required. • The City values diversity amongst its attorneys and staff.
