Special Counsel for the City of Vallejo Related to the Police Oversight and Accountability Commission

The City of Vallejo is seeking a qualified legal firm to act as special counsel for its Police Oversight and Accountability Commission (POAC). The contractor will review agenda items for compliance with the Ralph M. Brown Act, ensure jurisdictional appropriateness, attend and advise at both regular and special POAC meetings (including closed sessions), and provide legal guidance on police disciplinary matters, the powers and duties of the commission, law‑enforcement officers, and civilian oversight. • Review and certify POAC agenda items for statutory compliance. • Attend all POAC meetings (open and closed) and supply real‑time legal advice. • Advise on police disciplinary procedures, commission authority, and civilian oversight issues. • Ensure all actions remain within the commission’s subject‑matter jurisdiction. • Provide ongoing legal opinions related to law‑enforcement powers and responsibilities.
