California Department of Veterans Affairs is seeking a California‑certified small or micro business to provide comprehensive hazardous, RCRA, and universal waste removal and disposal services for the Veterans Home of California – Yountville. The contractor will be responsible for all labor, equipment, permits, insurance, packaging, transportation, and disposal of hazardous and universal waste, under the direction of the CalVet Contract Manager. • Quarterly collection, packaging, labeling, and transport of hazardous, RCRA, and universal waste (including batteries, fluorescent lamps, and other universal waste items).
• Full compliance with federal, state, and local regulations (RCRA, DOT, California hazardous‑materials statutes), including required permits, driver endorsements, and insurance coverage.
• Mandatory reporting duties: manifests, certificates of destruction, incident response within 1 hour, and retention of records for six years.
• Required certifications and disclosures: no sanctions under Executive Order N‑6‑22, GenAI usage disclosure, DVBE certification if applicable, and a complete set of licenses and insurance certificates.
• Evaluation based on lowest responsive, responsible quote; tie‑breaker favors disabled‑veteran‑owned small businesses.
