Description

The City of Sacramento is seeking a qualified consulting firm to update its 2017 Park Impact Fee (PIF) Nexus Study and revise park‑land‑dedication (Quimby Act) requirements in line with the 2040 Parks Plan, the 2040 General Plan, and AB 1600. The work will produce a comprehensive technical report ready for City Council adoption, including fee‑rate recommendations, integration of FAR requirements, and exploration of additional revenue mechanisms to fund park acquisition, development, and maintenance. The consultant must demonstrate expertise in impact‑fee analysis, land‑valuation, zoning, and public‑sector financing, and must assign a dedicated Project Manager. • Update the 2017 PIF Nexus Study to reflect new LOS target of 8.5 acres/1,000 residents and AB 1600 requirements. • Re‑evaluate Quimby Act land‑dedication and in‑lieu fee valuations aiming for 5 acres/1,000 residents, integrating FAR and zoning data. • Identify and model additional revenue opportunities (e.g., regional‑park impact fees, unified fee structures, developer options). • Deliver a full technical report, data tables, and policy recommendations for City Council adoption. • Provide project management, schedule, and cost control throughout the engagement.

Budget estimate

$300,000 – $800,000

No explicit contract value is disclosed, but similar citywide impact‑fee studies for a major metropolitan area typically range from $300,000 to $800,000, depending on the depth of analysis, data modeling, and staffing levels. The City’s budget for professional services on comparable planning projects often exceeds $250k, and the 5 % LBE preference suggests a contract size above that threshold. Therefore a reasonable estimate is $300‑$800 k.
